Although none of the articles focuses on OA to research literature, David Wiley has a section on it in his piece, Open Source, Openness, and Higher Education. How do we persuade Indian universities to make their courses available via open access course ware? They can make available not only textual material but also video of lectures as the University of california in Berkeley is doing. Best wishes.
