I have gone through the letter no. 1-32/2006-U.II/U.I(1) dated 31.12.2008 issued by HRD Ministry to UGC regarding implementation of sixth pay. I found that though there is scope for univesity teachers to move up to the level of professor through CAS, the same is not in the case with library professionals. It only stated that a librarian in the pay band of Rs.37,400-67,000 having three years' of experience in the AGP of 9000 will be eligible to be considered for librarian in AGP of Rs.10000 through open recruitment. That implies library staff can't go up to the level of professors through CAS even if they fulfill all other eligibility criteria as laid down for teachers.
 
I request the concerned professionals to express their opinion on the matter.
