Dear Vikas,
It seems you have qualified NET , then why are u so worried to do your
M.Phil, whereas u can go for PhD directly if you are so much interested to
do research. After all doing M.Phil after qualifying NET has no meanings
otherthan adding qualifications to your CV.
I think hardly any universities in India are providing M.Phil through
distance mode any more.
Rest about updating your knowledge you can update further by self learning
through several means.
And still if you would like to pursue M.Phil then being a Govt employee
there is a provision of study leave under CAS(Career Advancement Scheme)
you can avail that by taking due permission from your authorities.

Dear All,
I would like to peruse Mphil in Library and information science but as i am
a government employee, it is not possible for me to take admission in Mphil
in regular courses offered by Indian universities and unfortunately UGC
has banned Mphil through distance mode as per the guidelines of UGC
(Minimum standards and procedure for awards of Mphil/Phd degree),
Regulation .2009. It is my kind request to all to please guide me that how
can i continue my further studies or research work to make myself more
update and compatible with my subject and to go further in my career. I am
one of the great sufferer of such kind of regulations made by the UGC on a
strange ground that "Research work is poor" produced by the candidates
studying through distance mode.
kindly guide me how can i do my Mphil (not Phd) on behalf of all such
aspirants who wants to do Mphil and are not able to do it because of their
job commitments or for any other reason. As every body is not so lucky and
economically strong to continue their studies after Graduation or master
Degree without doing work/job.
