Dear Friends,

We are pleased to announce the launch of BHONGIR SCHOOL LIBRARY PROJECT (BSLP) today, on the occasion of Children?s Day and commencement of National Library Week.

Goal: To offer library and information services to all recognized schools (78 in number) in Bhongir Mandal, Nalgonda District, Andhra Pradesh.

Total number of students to be covered: 8000+

Medium of Instruction: English, Telugu & Urdu

Start Date: November 14, 2009
End Date (for establishment of all libraries): November 13, 2010. Library services to continue indefinitely with proper systems of sustainability in place.

Managed by: Student volunteers under the supervision of School Headmaster and a Teacher Incharge.

Training: Will be provided by LIS professionals on simple methods of accessioning, cataloguing & classification, circulation, fund raising, etc.

Sources of Funding: Donations from students and the general public.

Metal Book Rack
We are happy to inform you that Shri Ashok Linga, one of the leading metal furniture manufacturers based in Hyderabad, has agreed to provide metal book racks at a very reasonable price of Rs.3350 per rack plus Rs.150 for transport & handling charges. Each rack (5.5? high, 32? wide, 12? depth) would have four glass covered shelves. It is proposed to purchase them in bulk to take advantage of the best price and save on transport costs from Hyderabad to Bhongir. As we are buying directly from the manufacturer, there are no dealer/seller costs. Shri Ashok Linga has immensely liked this project and assured us of his continued support. Please donate liberally for the purchase of book racks. Your contribution would be gratefully acknowledged through an inscription on the book rack such as:

Purchase of Books
We have contacted several leading publishers/booksellers for supply of books and they have agreed to provide books at a good discount rate ranging from 20-45%. Please contribute towards the purchase of books. A donation label containing details of the donor would be pasted inside every book donated.

Donations received so far
Today while I was drafting this email, I received a phone call from one of my schoolmate friends, Shri G. Sree Ramamurthy, Vice President, Health Safety, Environment and Fire, Reliance Industries Limited, Gadimoga, near Kakinada, Andhra Pradesh. On being told about the BSLP, he wished this Project all success and assured a donation of Rs.10,000. We feel divine grace has already started flowing!!

We are happy to announce that Shri YVSRS Sai, Editor and Publisher of Rachana, a reputed Telugu literary magazine, has promised to provide 100 copies (worth Rs.2000) of the book titled Edu Chepala Katha (The Story of Seven Fish) freely  to BSLP. 

Also, Shri Dasari Venkataramana, one of the leading authors of children?s stories and a regular contributor to Chandamama (Children?s monthly), has provided his book Amma Manasu (Mother?s Heart), a collection of stories,  at a 50% discount. Hundred copies of this title have already been procured for distribution to all the BSLP units.

An anonymous husband-wife team has contributed Rs.3500 towards the purchase of a book rack on the occasion of their 25th marriage anniversary.

Our Commitment
We assure that every Rupee donated by you would be spent honestly and properly for the execution of BSLP. No TA or DA would be paid to any volunteer working for this project. All volunteers would work honorarily and without any selfish motives. Please send your contribution by DD or a cheque in favour of T.V. Prafulla Chandra payable at Secunderabad. Wherever possible, we will send original receipts of the purchases made to the donor.

We appeal to all the LIS professionals and library lovers to extend their cooperation and support to BSLP. Let?s join hands to light these small lamps of knowledge in one of socio-economically poorer regions of Andhra Pradesh. Even if you are unable to extend any monetary help at this point of time, please drop a post card or email if you like this project and wish to be a part of it.

Dear LIS professional,

  I have gone through your list of questions. I furnish below the details especially in the university setting, as it would be useful for many of our LIS friends.

  1.What are the authorities and responsibilities of the Chairman, Library Committee and of a librarian?

  The Chairman of the Library Committee does not have any authority as the committee is only a recommending body. It can recommend policy decisions, rules, regulations, or any decisions about the library say purchase of books, subscriptions of journals, etc. But, the administrative orders can be issued only by the Principal (if it is a college) or by the authorities of the University (by the Dean / Registrar, if it is a university).

  2.Can the Chairman, Library Committee (One from faculty members) become the head of the librarian and library? To whom should the librarian report - Principal or Chairman, Library?3

  It is up to the administration. But, normally the Chairman of the Library Committee cannot head the library while a Professional Librarian is available. But, unfortunately, some of the colleges appoint an academician (Professor) as the Head of the Library which is contrary to all ethics. It is not correct by all means.

  It is an approved practice that the Librarian should report only to the Principal. In Tamil Nadu, the Government has abolished the practice of appointing a Professor as an intermediary officer between the Librarian and Principal as early as in 1980s. But, still some colleges follow the abolished procedures which is wrong.

  3.Can the Chairman, Library Committee interfere in the day to day library activity?

  The Chairman should not interfere in the day to day library activity and it is the Principal who is having the powers.

  4.Who is the right persons for the post of Chairman. Library Committee - Principal or any faculty member?

  If it is a College, then the Principal of the College should be the Chairman for the Library Committee. If it is a University, then the Registrar should be the Chairman of the University Library Committee. They should not allow others to chair the Library Committee.

  5.Is it true that UGC has cancelled Professor-in-charge, Library? If yes, from where can I get the document for proof?

  I don't have a clear information about this. If there is any such orders, I am also interested to get a copy of the same.
 
  6.A person with 15 years experience is equired to clear the NET/SET examination or can they get relaxation on behalf of experience.
 
  It is up to the administration. They can give a relaxation on special grounds.
 
  7. If any book is lost by the reader and which is not available anywhere. How can I replace that book or how much cost can I recover against lost book from the readers. If the lost book is from multi volume set then what should I do.
 
  Normally, the cost of the book along with some percentage of fine can be collected from the member who lost the book. In some universities, they charge 10% as centage in addition to the cost of the book lost. However, the Librarian is fully empowered to fix the fine amount if the book lost is rare and not available in the market.

  The member may also be permitted to replace a new book (same edition or latest not old edition) without any fine.
 
  If a book from the multi-volume is lost, normally the cost of the entire multi-volume along with fine should be collected. So, it is better not lending a single volume of multivolume books.
 
  8.Can I issue any book for short period like 2 or 3 days, if number of copies is less and book is in demand?
 
  Librarian is empowered to issue any book for specific purpose. He/she can even issue a reference book on overnight lending or for short period subject to necessity. Normally reference book can be issued to faculty/teacher rather than students.
