Dear Academic Librarian Friends, Indian Academic Library Association (IALA) is striving hard in getting the Academic Status restored to the Academic Librarians. In this connection, series of memorandums have been submitted to the PRC Committee members collectively and individually to each of the PRC members. IALA has submitted comprehensive representations elaborately explaining the facts, consistently, pursued the matter since 2007 and fully convinced the Pay Review Committee to recommend the same qualifications, experience, pay scales and status for librarians on par with faculty. IALA has also represented the Academic Librarian community in many of the committee meetings. Hence we could find major issues sorted out and all the Academic Librarians are enjoying the status par with teachers. However, there are several issues which need to be addressed. In the recent guidelines of UGC several benefits given to the teachers have not been given to Librarians. There are several anomalies The UGC Pay Review Committee clearly recommended that the librarians may be recognized equivalent to teachers for matters of pay and allowances and for promotions in Universities and Colleges except the age of superannuation. Accordingly, UGC also recommended the same to MHRD for its implementation. The Honorable Minister of State for Higher Education, Ministry of Human Resource Development also reported in her text of the statement made in Lok Sabha that the parity between teachers and the librarians, Directors of Physical Education shall be maintained, except for the age of superannuation. Despite the above facts, most unfortunately, in the MHRD Order and UGC Regulations 2010, still a few disparities are shown between teachers and librarians causing great injustice to the academic library professionals in the country. Hence, Now UGC has constituted an Anomalies Committee and asked all the associations to submit their anomalies. IALA is preparing to submit representation about Anomalies Committee of the UGC and also to MHRD authorities before 30th September 2010. All the academic librarians are hereby requested to send the anomalies identified in MHRD Order and UGC Regulations 2010 within one week to enable us to consolidate all of them and place the list once again on this forum and submit the Representation before the Committee personally by all the office bearers of IALA.
