Friends: We have tens of thousands of public libraries in India. Some like Connemara Library in Chennai are large depository libraries (where in principle every book published in India will be deposited), some are state central libraries managed by the local library authorities of the State Governments, and then there are the district libraries under which we have many libraries in cities, towns and villages. Their resources and collections vary widely; some have access to computers and Internet but many do not. Needless to say all of them can do with improvements. But before we think of pumping additional resources and improving them (or along with that), we need to ensure that a very large number of people visit these libraries and use the resources there. How do we create mass awareness of public libraries? How can we make these libraries more visible? What kind of publicity campaigns will work and will be cost effective?
