By the way, Leeds is not the first to adopt a Rights Retention policy. As far as I know, not a single institution in India has a Rights Retention policy. Many institutions do not even have an open access policy. But there is no need to despair. Now that we want India to become the Vishwa Guru, soon the new STI policy (work on which commenced three years ago) will be out and Open Access, Open Science and Rights Retention policies will follow quickly.
