Friends:
INFLIBNET is subscribing to a large number of journals from major
international publishers and making them available online to faculty and
students of (selected ?) universities. Obviously they are investing a
substantial sum of money. Our scientists and scholars, particularly those
working or studying in these institutions, can now have access to a much
larger volume of journal literature than before, and I hope this would
reflect in their research.
I have a suggestion for INFLIBNET. They may invest a much smaller sum of
money in helping all universities in India set up their own interoperable
institutional archives. That would enhance the visibility and resaerch
impact of Indian research. The costs are rather low (and certainly
affordable), the technology is simple, the software needed is absolutely
free and there are experts who have set up and are running such archives (at
IISc and ISI, Bangalore, for example). Dr Rajashekar has conducted a
workshop on setting up such archives exclusively for lbrarians from INDEST
institutions (IITs, NICs, etc.). Dr Prasad of DRTC has conducted many
workshops on DSpace. I also understand that the Indian Medlars Centre at
NIC, New Delhi, will shortly announce their archive.
I have discussed this idea with Dr T A V Murthy and Dr Kumbar. I have also
written to Prof. Arun Nigavekar. I hope Dr Murthy takes it up.
