Sir/Madam, This is Librarian, of a National Inst, working at H Q, under Central Govt. wish to know the responsibility of a Librarian in case of loss of books where he is not personally involved, nor dishonest, nor benefited directly or indirectly, but mere as a Head of the Library. Whether cost of loss of books is to be recovered from his salary by holding him personally responsible though Library is a team work. I s there any court judgement ruling is available if so please give me a ref. and other authentic supporting documents ref. will also do, other than General Financial Rules which are out dated in terms of financial criteria. Our library have major collection of foreign publications and cost per book is much higher than mentioned in GFR Thank you !
