AICTE has made some mandatory regulations to subscribe international e
Journal packages to the colleges comes under its per-view. Accordingly we
got the quotations and prepared the proposal and got it approved from our
college management. We have used the GOC in converting the foreign
currencies. All of us know, GOC will fix the indian currency rate to
foreign currencies and it announces the rate once in a month. Today I have
received an email regarding the change of currency conversion and they have
changed the USD rate to 56.30. Suddenly they have changed the conversion
rate in between the month. Is it fair? If the currency rate comes below 50
INR will they return the amount?
