In 2013 Department of Culture (Government of India) initiated National Virtual Library on the recommendations of National Mission on Libraries. They contacted NIC to provide infrastructure and implement the project for all Public Libraries and Government libraries in first instance. NIC developed and shown a prototype using multiple instances of KOHA, DSpace, VuFind and Drupal for the purpose. But change of Government at Centre and management at DOC left all these in limbo. Actual implementation could not take place. As written by Dr Goudar and others, I would also agree that technically it is possible to create multi-tenancy.

We at University of Mysore have implemented the Multi-Teneny features of Koha 4 years back itself. The server is on cloud. All Constituent Colleges, PG Centres, Institutes and few departments use single database not just for OPAC but for all housekeeping activities including Acquisition, Cataloging, Circulation etc. Every member is independent each other. Each one has control on the respective data. One can improve upon this as Koha has all features for Multi-Tenancy applications. Please have a look at my Lis-Forum Postings covering related topics. 1. This reply is meant for others, especially for those in Universioty/Institutions with multiple campuses, but underv same administration. Group of institutions like SDM, BGS, KLE Society, Jain University and many other instituionas can adopt this concept, but limiting the applications fo0r their respective requirements, definitely for common OPAC, ILL etc. Affiliated colleges an university too can use this features atleast for Union Catalogue and ILL.
