We in India did make some efforts, witness the Million Book project (spearheaded by Pfof. 'Balki' Balakrishnan of IISc ) and the national digital library at IITKh. Commendable as these are, we are nowhere near what we need to really have. Prof. Robert Darnton, historian and former librarian at Harvard, wrote and spoke about the origin of the Digital Public Library of America. That is the kind of digital library we should aim for in India. That could also double up as a national level repository of all our scholarly output, past and current. Europe has Europeana.
