Dear all, Benefit of Information is achieved through communication; knowledge pool thrives on sharing. Every tax-payer has an indisputable right to be informed and use the benefits of researches which are based upon state funding. It is well understood that the interest of the creators/authors/research scholars as the original creator of a piece of intellectual output should be not militated against. But this much sought after protection can be best served through acknowledgement. The over hyped IPR issue is more for the monetary benefit of the commercial publishing houses who mint money rather than the research community. The greater your visibility through Web hosting, voluntary contributions to the Institutional Repositories (IR) and free access, greater is the chance of you being noticed, used and cited by the fellow scholars as the experience from the IR operating the world over has revealed. Universities and Research Centers in the intellectually advanced countries have already realized that the development of a knowledge society can be achieved only through free and unrestricted access to scientific publications and community participation in academics and research. Yet unfortunately this philosophy has not caught the needful attention of the academic/research institutions/organization in our country. Couldn't the authorization and funding bodies like the UGC/AICTE/MCI/PCI/NAC etc. lay down certain basic criterion for allocating reorganization/funding/standardization etc in the light of the examples to be seen in the practices of the best academic/research institutions from over the world? The University has been at the forefront of repository developments since 2002 when the internationally recognised DAEDALUS Project, funded by JISC, was founded. Glasgow is an internationally renowned research intensive University producing thousands of research publications each year. In joining major institutions and funding bodies worldwide the University recognises the importance of free and unrestricted access to scholarly literature in the furtherance of research; and the importance to researchers of maximising the impact of their research across the world. Professor Steven Beaumont, OBE CEng FRSE Vice-Principal Research and Enterprise said 'The University of Glasgow generates over 3,000 research papers per year. Since we began to put these into Enlighten on a voluntary basis there have been over 1 million downloads. Enlighten really does help the University to showcase its research and to increase the impact of that it has on society. This new policy will make that impact even greater. I very much appreciate the support of Senate in adopting this move.'
