Dear Professionals,  Prof Asundi and Vinod,

Following are my views in the matter concerned to my posting on  "Request
for an Article" and followed
responses to it through Lis-Forum.

*NUCSSI:*
- A wonderful tool  for Journal holdings information;
- A well conceived and implemented by then INSDOC;
- One can search serial holdings by state, city, Journal title;
- Integration of database with E-mail request for document is a great
feature;
- Available online and is Open Access (
http://nucssi.niscair.res.in/default.aspx)
- Great tool especially for less known and old print journals and when one
needs very old articles ;


*BUT: *
- This is journal title level search tool, not article level;
- Although mentions date of update same as one visits, probably not more
  than 5% of Libraries have updated their holdings that too till 2016
  A sample check showed only one library in Bangalore has updated till 2016;
- Most of the  library journal holdings cover up to years 2000 or earlier;
- There was scope for its further development with better search features
  and links to journal website, etc;
- Apathy of NISCAIR management and also that of contributing library is
problem;
- Many a times the concerned server is down;
- None of the related links given in its site are accessible;
- It is difficult to have an idea of holdings print Vs online, that in the
context of Consortia;

The person in charge of this project in NISCAIR is very capable person. But
probably he
needs support both from his institution in terms of manpower, funds for
improving the
features, etc and LIS professionals in updating  their serial holdings in
NUCSSI.

INSDOC served the researchers in a big way as document supply centre. Its
Regional Centre in the campusof IISc was closed unceremoniously.  Tata
Memorial
Library rich resources were used for its service. Its last head himself
recommended the
its closure. INSDOC's main mandate was diluted by successive its leadership.

A small team of Heads of Library, for which I was one of the member,
conceived, planned
and could set up CSIR E-Journals Consortia. CSIR, entrusted the job its
administration to
INSDOC/NISCAIR.  This consortia was not only well managed, but became NKRC
embracing
institutions like DST.  Incorporating and executing INSDOC's one of  the
mandate  of serving
entire research community for supplying document as an an extension of
consortia activity
with distributed responsibility model among Consortia Members at the same
time
addressing related copyright issues would have been a nice step forward.

*Now the question is:*
- How relevant it is in the context of many Open Source, Social media,
Commercial
  databases and Pirate Bay of Science like Sci-hub serving as Access/ ILL
tools at
   article level search and access facility.
- Google Scholar, an open source huge database gives links to the full
texts, wherever
   available in OA channel including social media databases like
ResearchGate, Digital IRs
   all over the world.
- J-Gate+ covers >50,000 Journals, provides IP based full text access full
texts including
  23,000 OA Journals. It has also incorporated Request Article facility, by
incorporating
  Union catalogue of journals holding of University and other Consortia
member libraries,
  with a choice of institution for request and incorporating e-mail
generating faculty
  without putting our efforts to key in article details. Most of the Indian
Consortia
  subscribe to this tool.
- There are wonderful Harvesting services like Bielefeld Academic Search
Engine - BASE
  gives access to >140 Million Records of different documents including
>7.6 M theses,
  most of the search results with links to full text access.
-  DOAJ Gives acces to >1200 OA Journals.
- Sci-Hub gives access to >70 Million Full text items including articles in
press, although
  a pirate source, is used by millions researchers even from US and
European countries.
- NDL India too has come up in a big way giving accces to many sources even
in
  regional languages.

In spite all these sources available for researchers, NUCSSI, has its own
relevance
especially in the context  less known journals, only print old journals,
for the getting
older articles not covered by any of these sources. Thank you Prof Asundi
for mentioning
about NUCSSI in response to my post.

Yes, as raised by Vinod Mishra, copyright issue is to be addressed in this
context.  Most
of the Libraries supply the articles under fair use context. I don't think
anybody got into copyring
problem so far. However some corporate libraries, even after getting copy
from other libraries free,
pay to *Copyright Clearance Center* (*CCC*) on their own.

WHATEVER CAME TO MY THOUGHT I HAVE WRITTEN IN THIS POSTING. OTHER
PROFESSIONALS
CAN GIVE THEIR CONSTRUCTIVE AND PRACTICAL SUGGESTIONS IN THIS MATTER,FOR
