Dear Mr Raghavendra, This is very pertinent question asked by you. Same question was asked by a subject expert in my review-promotion interview five years back. I answered with my experience 10% referenced contents should be fair enough and this should not be treated as plagiarized content. Chairman of interview board agreed with me. However I also wanted to verify with any policy or guidelines on plagiarized contents percentage but could not get. Whenever we write any research paper and do plagiarism check, we do not get 0% result, There have also been previous cases and litigation of plagiarism and few writers and researchers have faced penalty and jail term also. This means that inquiry authority may have some basis or policy or guidelines. You are heading an organization dealing in anti-plagiarism solution. You may be the best person to clarify these doubts.
