As Ranjeet S. Thakur, Librarian at the Delhi-based Bhaskaracharya College of Applied Sciences, puts it, “Most of the recommendations made by the commissions and committees remained unimplemented. The condition of libraries vis-À-vis librarians remained pathetic.”
