I totally disagree with the comments bt Dr H siddamallaiah. A lot has
come into the public. For the past 2 to 3 years I have been raising OA and
plagiarism in various conferences, invited lectures at universities and
workshops. I also mentioned OMICS group and their journals. I perused
Beall's list and his blog.
It is not the mandatory publications for submission of PhD by the UGC.
It is the lazyness, letnargy and non-seriouisness of fellow professionals.
The complacency and casual approach makes the Research Scholars simply
sleep till last 6 months. As Editor and later Editor-in-Chief of* DESIDOC
Journal of Library & Information Technology *and* Defence Science Journal,* I
received many requests from my friends or even senior professionals to
facilitate publishing of papers which I shunned. As editor of few
Conference papers, I observed the authors of papers blatantly cut and paste
and submit papers. All these are bringing disrepute and bad name to the
profession and also to the country
Why cant Research Scholars write and publish first paper after
start of their research say in one year or 18 months? Surely they would
have collected basic info and formulated Hypotheses etc. But alas they are
too busy in mundane things. They woke up just 6 months when the draft is
cleared. And wish to submit papers and get them published within no time.
Is it not unethical? A grave situation is that the guide will be a
co-author and does not even see the paper and a lot of errors (mostly
spelling, grammar and syntax mistakes) do creep in. Are these worthy of
guides. Earlier, we have seen a number of PhDs awarded to schilars (sic)
without any paper published. You can imagine some of their professional
contributions. I wish UGC should stipulate that the publications should be
at least 6 to 10 months before submission of thesis. Also, UGC should
explore the possibility of publication of at least 6 papers before 6 to 10
months before submission of thesis. submission.
Also, the stipulation to publish articles in journals with ISSN or
books with ISBN is making spurious publishers to open shops to sell ISBNs
and or start ISSN journal. I receive weekly at least 10 mails soliciting
papers to ISSN journals or chapters to books. I make them all SPAM to avoid
receiving again and again. Many Universities are using plagiarism tools.
Editors should make it mandatory to check for plagiarism as also Peer
Committees in Universities.
Until we professionals do not follow guidelines, self-imposed quality
restrictions, and unless the godly Guides take interest in their student's
research this will not improve. There is no point in blaming UGC which for
all the good reasons stipulated publishing papers to enable Researchers
improve language, writing skills, and the naunces of publishing research
article.
I wish this to be discussed in conferences and workshops.

Yes, this menace is prevalent across the country since almost 3-4 years or even more
Predatory journals are taking advantage of the UGC rules for Ph.D.,. Which makes two publication mandatory. this mandatory rule is helping these Predatory Journals to make money and exploit them
It is essential to create awareness about these publication, social boycott and blacklist them
Let us take this as priority to save the image of India

Predatory journals are a big menace in scholarly publication activity. 3. Following is one of the example, for which I received a mail inviting me to be in their editorial board. You make your own assessment

4.. A good number of journals of this kind are being published including LIS in India I have received hundreds of mails of this kind either directly or through various forums like our Lis-forum, marked in a folder of my e-mail account.

6. We keeping seeing many postings in our Lis-forum requesting for contributing a chapter for the proposed edited book to be published with ISBN number by a well known International Publisher without
more details. Intentions are obvious for adding some API score as author/editor. (This ststement of mine is not necessarity on the issue of Predatory Journals, although has some bearing on the topic.)
7. There are some agencies evaluating journals, many a times overnight and provide misguiding different kind of Impact Factor values.
For example the agency detailed in the following URL assigns 'Technical Impact Factor'. http://timpactfactor.com/index.html Following is a sentence I have just copied from it's site. Please read it and examine the spelling mistake, from an ageccy evaluating scholarly journals. "Technical factor can be added to impact factor. Technical factor is caliculated from editorial bord and journal team members".
Another agency "Index Copernicus International", which releases annual
giving list

I can go on and on giving such examples. We need analyse the situation and reasons for this kind of developments. - UGC has mandated to publish two research papers before submission of PhD and obviously many take a short cut of reducing processing time from 1-6 months to 1-6 days by approaching predatory journal publishers. - While many academicians and researchers do serious research and publish in quality journals, few follow this shortcuts just for API score required for recruitment and assessment for promotion. - Unless all our authorities and research administrators including Chairpersons of the departments, BOS and guides are serious I don't think there is any solution. UGC's move of scanning research papers and ETDs using Plagiarism software for similarity check may help the situation, but may not curb the menace created by Predatory Journals totally. We need a serious and proper consorted effort by all stake holder of scholarly publishing activity including Publishers (both Commercial and Society), Academic and Research Administarors, Faculties and Scientists, Librarians, etc.
