The Librarians in the IITs and NITs have lost the academic status. I don't know how many of you are aware of this. The IITs and NITs are the premier higher technical educational institutions under MHRD, Government of India. These institutions do not follow UGC/AICTE rules but respective council rules(RRs) communicated by MHRD is followed. The library personnel (Librarian, Dy. Librarian and Assistant Librarian) in these institutions are declared as NON-TEACHING by respective ACT and Recruitment Rules. Recruitment Rules (RRs), approved by the Council, communicated by the MHRD is adopted in the BOG and implemented. As per the RRs the Librarian, Dy. Librarian and Asst. Librarian are non-teaching and given lower Grade pay and no increment for acquiring PhD, no CAS promotion and no PDA. The scale of pay for the Post of the Assistant Librarian is PB3 GP Rs.5400 instead of AGP of Rs.6000 and for Dy. Librarian PB3 with GP Rs.7600 instead of AGP Rs.8000. Assistant Librarian has to wait for 10 years to be an eligible candidate for DL. These institutions have started appointing the librarian staff as per the RRs and other guides. I request that the Library Associations must take up the issues and come forward to represent to the MHRD for considering the Library personnel of NITs and IITs at par with UGC norms.
