RECRUITMENT AND QUALIFICATIONS* *3.1.0 *The direct recruitment to the post of Assistant Professors, Associate Professors and Professors in the Universities and Colleges shall be on the basis of merit through all India advertisement and selections by the duly constituted Selection Committees as per the guidelines prescribed through this notification to be incorporated under the Statutes/Ordinances of the concerned university. The composition of such committees should be as prescribed by the UGC in this notification. *3.2.0 *The minimum qualifications required for the post of Assistant Professors, Associate Professors, Professors, Principals, Assistant Directors of Physical Education, Deputy Directors of Physical Education, Directors of Physical Education, Assistant Librarians, Deputy Librarians, Librarians will be those as prescribed by the University Grants Commission in this notification. *3.3.0 *The minimum requirements of a good academic record, 55% of the marks at the master’s level and qualifying in the National Eligibility Test, or an accredited test, shall remain for the appointment of Assistant Professors. *3.3.1 *Holders of Ph.D. degrees as on the date of notification of these regulations, along with those candidates who are awarded a Ph.D. degree through a process of admission, registration, course work and external evaluation as have been/or may be laid down by UGC through its regulations, and so adopted by the university shall alone be exempted from NET. NET shall also not be required for such Masters Programmes in disciplines for which NET is not conducted. *In this draft, It is not mentioned anywhere that exemption shall be given to those possessing M.Phil. degree. * * * *4.* *Still, UGC has sent letter to all universities and ask to submit information about Teachers appointed in all the affiliated colleges and information about who have completed M.Phil and Ph.D. so as to give them exemption from NET/SLET/SET exams. * *Now I expect from all respected senior colleagues, who are in touch with UGC office or officials or so, Please guide us on the following few questions :* * * *1.* *What is UGC’s present stand on qualification of Lecturers and Librarians?* *2.* *Can’t UGC take a firm decision on the qualification of Lecturers and Librarians?* *3.* *Is there any official circular from UGC on what was published in Hindustan Times about exemption to M.Phil. till June 2009?* *4.* *What is the stand of UGC for the candidates, who have completed/are studying M.Phil. and had paid big amount of Fees for doing M.Phil. from regular, distance, open university courses?* *5.* *What UGC expect the NET/SLET/SET qualified candidates, who are still jobless and searching for the jobs, shall do?* *6.* *If Exemption is given to M.Phil. upto June 2009, what about thenew entrants who will try for NET/SLET/SET and may not get qualified for years? * -- Ajay M.
