Some issues and thoughts
At present, the two widely accepted interdisciplinary journal indexes are Web of Science and Scopus which are controlled by commercial publishers. Before a few years, there was a criticism that Web of Science indexed more Chinese and Korean journals because they have more subscriptions in China and Korea. All the Springer and Elsevier new journals are indexed early whereas small publishers need to fight for a longer period for the inclusion in these indexes. A society and university-based CORE ranking system has been introduced in Australia to index Computer Science journals. (http://www.core.edu.au/ They rank computer science journals and conferences very objectively. We need more ranking and journal evaluation systems by non-commercial agencies. The scientific research should be released from the clutches of commercial publishers. Who has given the mandate to the commercial publishers to rank science?
