Managing the WHO Library and Information Networks for Knowledge (LNK), including key library services and its financial and human resources, with appropriate work plans, monitoring and performance measurement and improvement. 2. Providing leadership, policy guidance, strategic advice and support to WHO Library systems worldwide, and brokering collaborative relationships and seamless information systems between HQ clusters, Regional Offices and WHO country offices. 3. Building and managing dynamic networks and platforms, such as the Global Health Library and Health InterNetwork Access to Research Initiative (HINARI), to foster universal access the world of health information in member states, working with public and private partners to set agendas in access to knowledge and develop appropriate policy frameworks, local capacity and systems, and innovative mechanisms for technical assistance to countries in need. 4. Providing an intelligence function on critical current and emerging issues and technologies on access to knowledge for WHO, and optimizing expertise and networks for information management in support of WHO's work as a global knowledge-based Organization. 5. Participating in the development of the Department's strategic planning and management and representing the Organization at interagency, international and national meetings.
