Dear Professionals, It is shocking to hear that HRDC (Formerly UGC-ASC) is denying TA/DA to a participant for attending Orientation Programme. If librarians are not teachers, why the Director admitted a librarian to the programme? While UGC made Orientation/Refresher courses mandatory for all academic staff including teachers, physical education teachers and librarians for CAS, some so called academics are playing super UGC. These types of insult and atrocity against library community are escalating now and it is high time for the Library Associations to join hands, setting aside all the differences of opinion, and raise their voice if they really wish for the survival of the profession. In a shocking incident, the Academic Staff College of North Eastern Hill University has refused to pay TA/DA to a participant of its 33rd Orientation Programme just because the participant was a librarian!!!
A letter issued to the participant librarian by the Director of UGC-ASC, NEHU, states that "the Librarians do not fall under the category of 'Teacher Participant' and hence not eligible for TA/DA".
On reading this news in one of the discussion forums, I wrote to the Director of UGC-ASC, NEHU, seeking more clarification on the issue. In his reply, the Director has reiterated his stand of not providing TA/DA to the participant librarians. He quoted HRDC 12th Five Year Guidelines to support his stand.
The Guideline says that a 'Teacher Participant' may be paid TA/DA'. The ASC-Director at NEHU is interpreting the rule in a different way and saying that "Librarians/ Assistant Librarians do not fall under the category of Teacher.
It is an established fact that for all academic purposes, the librarians are equated with teachers and are fit to receive financial assistance for attending career development programmes of UGC.
The Director of UGC-ASC, Amarawati University, Maharashtra supported this by saying that "librarians should get TA/DA for attending the courses conducted by UGC-ASCs.
Now, it is a time, the Library Associations both at National and Regional Level should wake up and act upon.

Dear all, The definition of teacher does not mean only teaching staff it includes Librarian, Director Physical education etc. The definition of teacher is given in Mah. Univ. Act 1994 very clearly at the starting. Similar definition will be given in other state Universities acts. Moreover UGC regulation 2009 is not only for teacher it covers all categories i.e. the scale is for all. UGC is governing librarian that means they belong to teacher community. UGC is not for non teaching staff. You should be given TA/DA. There is no need of clarification from UGC.

Since Librarians/assistant Librarians does not falls under the TEACHERS PARTICIPANTS category , hence not eligible to receive any financial assistance while attending Orientation programme/refresher courses from the current Financial year on wards.
