Under the Copyright law you are free to share the some portion of the resources for private research and educational purpose... means not publicly sharing unless they are copyleft or have no restrictions... I see that on LIS there are many requests and people are sharing... its legitimate... and I see that there is no issues on this... as many of them are on this LIS forum... I dont see why there should be another service which charges and has options for redemption etc.. Under OCLC or OPAC or a small information on the website of library would know what resources are available and a wiki model type resource if someone makes on google sites/docs it would be better... Once can place a request to that particular library in their area and get the resource or anyone can reply to the article request and people would know if its attended or not... These are my views... There is no sense of making library networks if you do not have right to share your resource with the network libraries. Copy rights and resource sharing are always contradictory we will have to find a way between.

Dr. Barman came with a brilliant idea and all the libraries at least try and assess the pros and cons of the idea then only we can make any conclusion.

Unless the documents intended to be shared are "Open Access" type, the people involved may land into problems under the provision of Copy Right act.
