[LIS-Forum] Disparity and discrimination due to CRC Report in Govt Libraries

Dear moderator plz post this matter on the forum for discussion.

DISCRIMINATION DUE TO OM 19(1)/IC/86  DATED 24.07.90 OF DEPTT OF
EXPENDITURE,M/o FINANCE,GOI

It is a matter of great concern for all library professionals, except the
head/incharge of the library, who are employed with central govt
organisation/ministries and wherein Chattopadhyaya Review Committee
Report(CRC Report) has been implemented.There is great disparity and
discrimination in the OM 19(1)/IC/86  dated 24.07.1990 of Deptt of
Expenditure,GoI.As per different provisions as laid down in this OM whenever
library is considered to be reviewed as per 18 variables suggested in the
said OM the person who enjoyed the benefit of upgradation is only the
head/incharge of the library.Rest of  library staff ,whatever their
qualification and experience is, not eligible or we can say not entitled and
therefore not being considered for upgradation,etc.Its very sorrow affairs
and a large numbers of library professionals are being suffered.Similarly it
is difficult to imagine that not a single library association/professionals
with repute has done anything in this regard.

It has become fashion to talk about different issues like digitization,
OSS,IR,OA, and many more but I never seen anybody discussing or raising the
issues of library professionals governed with CRC Report.At one end they are
not getting any promotion,excet ACP/MACP/ on the other their scale is
getting down with every Pay Commission.Admin asstt in govt is getting 4600
GP being simple graduate while Library Inf Asstt only 4200 though possessess
additional qualification.

I hope and do request that professionals who are in commanding position in
this field must address this issues at relevant platform only then this
severe problem can be sorted out.
