[LIS-Forum] In the UK, the results of publicly funded research will be open access

Dear Moderator
The business model suggested by David Willet the Science Minister in UK
government for enabling the sustainability to scientific publications in
the Open Access Journals appears to be very thought provoking and an
exciting one. Elaborating his seminal idea, Mr. Willet has stated that
one of the clear options was to shift to a system from which university
libraries pay for journals to one in which the academics are paid to
publish. He has also buttressed his opinion by a practice from the Dept.
Of particle Physics in United States.
Whereas his concern demonstrates the commitment of the UK government to
facilitate free flow of the scholarly communication towards the
advancement of scientific knowledge, it appears to be rather difficult
to get translated into actual practice. Universities libraries will
still require budgetary allocations to acquire journals which are
published by some other publishers from other nations. The direct
transfer of funds in the hands of the teachers/scholars to get their
research article published in open access journals is also fraught with
danger of misappropriation and pilferages. 
Nevertheless, we in the Indian situation of extreme resource crunch on
one hand and the increasing need for latest scientific research
information on the other hand also require such original out of box
thinking to encourage peer reviewed quality scientific publications in
open access journals.
