Sir,   First you prepare list of SC/ST students presently studying of your 
college. Then prepare and send letter to Students welfare office of 
perticular taluka and district which you belongs to. After some time they 
will contact for books list prepare it and send it to same office. 
Directly they will send the books.   Thanking you
