Will someone, say an M Lib Sci student, do a quick study of comparing the 
coverage of papers from Indian and other developing country institutions in Web 
of Science, Scopus and Google Scholar? The webometrics team in Spain have 
carried out such studies.

British Universities commitment to Open Access   

We provide this table as an example of the current situation regarding open 
distribution of scientific results by world universities. In the case of United 
Kingdom, the production of quality papers is far higher than the number of them 
available in repositories and thus being indexed by Google Scholar.
UK universities are not achieving higher ranks in Webometrics as compared to 
other research-based rankings and this is the most likely explanation for this 
behaviour.
We also want to note that this problem does not only affect to the UK but to 
countries all over the world because many universities are not yet taking the 
Web seriously.
