Library & Information Science, in the truest sense has become very dynamic during the last 2 decades.... and, the Indian scenario in general is, we are lagging far behind in comparison to the progressive countries all around the Globe..... We love to call us Library & Information Professionals, and that's nice indeed.... but, before we go for further nomenclature, we must start categorizing ourselves as First Generation Librarians (Conventionals!), Second Generation Librarians (All of us those are very excited to observe the current happenings and appreciate modern trends in our field through out the world, and, we end up there!), Third Generation Librarians (The Techno. Savvy Group and who dare to be Innovative and have the courage to Design, Develop, IIntroduce, and mpelement Library & Information Systems & Services?in any given set-up)..... so and so. Our basic?handicap is we?are incapable to dream BIG.... The course curriculum in Indian Universities are not at all COMPLETE (not WHOLESOME rather!), Most of the Reseraches and Published Articles lack originality (in most cases cut-copy-paste sort of thing, because we are too good in plagiarism!). And, mental-make-up-wise, we lack flexibilty and innovativeness..... in general. WELL, YES, EXCEPTIONS are always there! Well, our scope of job encompasses so many aspects nowadays..... Library Management, Information Management, Knowledge Management (in most cases applied in wrong sense!), Information Resources Management (from selection and procurement to preservation & conservation in different media and format), Reference, Refferal, Document Delivery, Reprography, Indexing & Abstracting, Bibliography/Webliography Compilation, Content Analysis, Content Development, Technical Writing, Presentation, Digitization..... And, what not? All these are ever-increasing and ever-demanding which call for too many expertise including excellent Information Skills, Inter-Personal Skills, Managerial Skills.... and a good number of soft-skills.... Therefore, I believe, the need of the moment is not a so-called PROPER nomenclature, but, adequate NOURISHMENT of the PROFESSION itself! We need a better FINISHING... that's all about it! ? "Library & Information Science" is OK for time-being.... because, I believe the SCIENTIFIC approach (our mind-set wise) is the PRIME requirement for achievibg professional excellence.... In the case of books that are free, donations etc NP Notional Price is mentioned. This notional price is useful when the library patron loses or damages a book and has to pay the cost of the book for replacement. If the book is very rare, out of print or difficult to procure then NP may be much more than the cost price. This is to deter patrons from keeping with themselves books borrowed from the library and just paying the cost price! Students tend to misuse library facilities like this. Scanners of various capacities are available in the market from Heavy duty Scanners to simple flat bed scanners. If you need to undertake OCR conversion, see that the software attached to the scanner has that facility. 2.Software requirements The software attached to scanners is suitable to carry out digitalization works. Abbey Fine reader is an OCR software. The twain utility attached to Photoshop is also helpful in scanning. He scanned images could be later edited for clarity in the Photoshop software itself. 3.Benchmarking We are not at all going to convert all materials that are available in our library into digital format. Then we will have to think of a selection process. A policy has to be framed to select documents for digital conversion. It should be reasonable. Recently the UGC team for the XIth plan visited our departments on 23rd September 2008. We are using the 18th edition of the DDC for classification practice, which are outdated now. We requested them to sanction money for procuring 25 sets of DDC sets. They are not convinced that these are laboratory equipments for us. They said that they are unable to sanction that huge amount of money ( Rs. 2, 50,000 ) for the books. But the question is whether the DDC sets are considered as books in LIS profession. As like the science laboratory practical Equipments to us the DDC, UDC and the Sears List of subject headings are laboratory tool to us. The science departments are getting lots of money for laboratory equipments. As we are under the Arts faculty we are deprive of our basic need. Another thing is that, the UGC team can't recognize that 1:1 computer lab is necessary for LIS department. They said that most of the time the PC is lying idle or using Internet only. Perhaps they don't know that for a modern library automation and library software is so much important. For information retrieval in online environment, Internet and PC are an integral part. So, We call upon all the library professionals, teachers, research scholars, and students to step forward to make a revolution to include LIS departments in Science faculty or as a separate entity in all the universities in India for the sake of the development of the profession. I would like to put forth the following points concerning policy to be adopted for the selection of materials in a library to be digitized. 1. Meeting the concern of copyright restrictions: In the Indian context 60 years is the period when a copyright to a published material holds valid. That is to say, we will not breaching any copyright obligation if we go for documents published by 1948 (2008-60=1948) 2. But fulfilling the copyright law demand should not make a librarian to conclude that now he/she is free for digitizing any old library material. Every penny to be spent has to be valued in terms of return. We are obliged to be conscientious as the Digitization is costly process- money wise as well as time wise. 3. How to avoid duplication? A number of libraries may be digitizing the same document. 4. Does the document to be digitized have any readership? This should be of particular concern for a librarian going to digitize printed books & documents. 5. Digitization for preservation purpose as one often hears has to be taken only in case of rare documents and manuscripts. 6. Digitization of Theses and post-graduate level Dissertations is greatly recommended. 7. Similarly, one can readily digitize the class notes, lectures etc. of the academic staff. 8. The Syllabus and Question papers can be also digitize on priority basis with a link to the digitized collection on the library Webpage, etc. & etc. My own preference is to start with the creation of ETD (electronic Theses & Dissertation) database for every University. This should be of particular concern for a librarian going to digitize printed books & documents. 5. Digitization for preservation purpose as one often hears has to be taken only in case of rare documents and manuscripts. 6. Digitization of Theses and post-graduate level Dissertations is greatly recommended. 7. Similarly, one can readily digitize the class notes, lectures etc. of the academic staff. 8. The Syllabus and Question papers can be also digitize on priority basis with a link to the digitized collection on the library Webpage, etc. & etc. My own preference is to start with the creation of ETD (electronic Theses & Dissertation) database for every University. I hope this topic will receive more attention from our professional community, better with a brief case study type presentation. Name does matter so do the content and professional spirit to serve the society. I strongly suggest that a Dept.of LIS in the country should take immediate steps to organise a national (or even international) seminar on this topic and formulate recommendations for the UGC for proper implementation. We did that in the University of Delhi in 1977 and this process should be continued. I can assure every one my fullest support for this urgent need. I shall look forward hearing more in this regard. Excerpt: On June 10th, my colleagues in the Stanford University School of Education listened patiently as I stood before them explaining how the Harvard Law School had passed an ?open access? motion which was going to lead to free online access to all of the scholarly articles that they published. We were on a faculty retreat, at a hotel by the ocean near Monterey, California, with the waves rolling in not far from where we were sitting. An opening had appeared in the program, and I jumped in, asking for the time to explain what such a policy could mean for the work of a school or department.... [The faculty] wondered about the copyright. I explained how the term ?nonexclusive? was key....The author as the original copyright holder grants a non-exclusive right to post this particular copy prior to transferring the remaining rights to the publisher. They wondered, as well, why in the world publishers would accept this. And I explained that the publishers already had, at least in principle. The majority of publishers grant authors, in exchange for the author turning over copyright to their work, the right to post their work in just such an archive, sometimes some months after publication.... We talked briefly about what this access might mean for who reads law school scholarship and all the more so, in the case of an education school, which...saw itself having a responsibility for the professionalism of teachers and for addressing public interests in education. However, before we had been at it for half-an-hour, people were saying let?s just do it. Let?s pass an open access motion for the School of Education, and let?s do it right here and right now. I was taken aback by the ease with which this idea garnered nods and shrugs of assent. Before the hour was up, we had passed an open access motion that committed the School to sharing what it knew or at least what it had discovered and submitted for publication.... The times may be a changing. It had been very hard, only a few years ago, to get researchers to look up from their work long enough to explain access issues. Putting an article in a journal, as they saw it, made things public enough. No more. No longer. Greater openness, greater accessibility of knowledge has become part of culture. Now is the time to make it standard practice and a common policy within universities. To help other departments, schools and faculties take this step of making open access a policy, I put together a webpage on the Open Access Policy.... Take advantage of the times, my fellow scholars and researchers. It could prove dead easy for you, too, to stand up and reposition your institution within this larger world of public knowledge.
