However the working hours for Interns will be 81/2 hours per day and one weekly off will be given..." 3. And, a working hour of 8.5 would be mentally and physically challenging for an intern. It is not sure if the relevant state laws can permit this. In view of this, I hope IBS changes it practice of recruiting interns to do the works of full time staff workers. In proposing the legislation, Stuart M. Shieber, a professor at FAS, said, ?There is no question that scholarly journals have historically allowed scholars to distribute their research to audiences around the world. But, the scholarly publishing system has become far more restrictive than it need be. Many publishers will not even allow scholars to use and distribute their own work. And, the cost of journals has risen to such astronomical levels that many institutions and individuals have cancelled subscriptions, further reducing the circulation of scholars? works. ?This is a large and very important step for scholars throughout the country. Some of their demands may be proper & right but some of these are outright nonsensese. They will like to be admitted in the reading halls with their laptops, provided all uptodate electronic facilities, particularly free access to internet (for other than study related purposes too); textbooks in their hostels, they tend to stick together in groups, boys and girls coming in odd dress, showing (as far as traditional Indian custom is concerned ) abnormal behavior; they often either don't understand or misundertand our communication. The African students tend to show bullying behaviour. They even think as if the Indian staff have prejudice against them. Some from European countries have a kind of superiority complex. The changing nature of the customers that modern librarians have to deal with therefore require an urgent inclusion of a module on ORGANIZATIONAL BEHAVIOR in our paper of library administration. Furthermore, some workshops may be conducted on interpersonal relationship. It is high time that librararians like any other marketing professional have to be empowered with best trainings in tools and minds. They evaluate a health related site and give a certificate of authenticity. They evaluate a site on a set of eight parameters. They call these parameters as code of conduct. Govt.; Academic and Research Institutions are normally given higer priority (Even Google Scholar follows that policy). 2. Good sites should not pass on this information to third parties or use it for spaming its users. 4. Attribution Look for attribution statements. Good sites cite the source(s) of published information and publication and updation dates for its pages. The dates should not be system generationed - some sites give today's date automatically generated ( Take it a negative practice if this is to indicate date of information ). 5. Justifiability If any claim of benefits and performance is made then look for justification and methodology for arriving at such a claim. 6. Transparency There should be clear indication of organisation or people behind the site and what is the purpose of their site. Is it for bussiness, advocacy, intellectual intestest or lobbinging. Look for accurate email and other contacts. 7. Financial disclosure Identify funding sources. 8. Advertising policy Advertising as such may not be bad, some good site give quality information and sustain from advertising revenue - like newspapers and magazines. However what should be seen is that advertisements are clearly indicated and seperated from the main content. The information should be unbaised on the site and should not be influenced by sponsors or the adversitors. C. There are a variety of ways like user feedback, rank list comparison, etc. Research is in progress in these areas D. Criteria for evaluating the Web/Internet resources is: Accuracy - free from error and alteration Authority - credibility of author/publishing or sponsoring body Objectivity - creator and/or sponsor's point of view/bias Currency - timeliness of information Content - Scope and depth of material Design - style, structure and functionality Accessibility - availability of the resource E. But there is nothing new in it if we understand the Fifth Law - ( S R Ranganathan) - "LIBRARY IS A GROWING ORGANISM". Prof. Ranganathan could have used the term "SYSTEM" ( which sound more appropriate to libraries ). But he deliberately used the term "ORGANISM". He definitely meant that library is more than just a system. Thus according to him, Library is an organic LIVING CREATURE". Living organism (species) undergo evolution (Darwinism) over a period of time. So Libraries and Librarians would be evolving naturally. This does not appear news to me. Latest trend is Library 2.0. Try to implement these latest concepts. You can start with your OPAC - by allowing users to "tag" (classify) these as they wish. They may make some of these (books) as their favorites. Recently he had organised a National Seminar on "Public Libraries as Community Information Centres". During this seminar freshly prepared Draft for Public Library Act was discussed at leangth and give big momentum in this direction. He has served for the professional cause for more than 36 years in serving especially the general public. Now only the Public Library System in Karnataka has picked up in a big way under his dynamic leadership and at this crucial stage his retirement in March 2008 may slowdown the developmental activities. The operations of a library get a quantum jump with the introductions of computers. The Information and Communication Technologies (ICTs) and networking technologies provide fast and reliable access to the resources available in the library as well as elsewhere. Planning for an automated systems, no matter how big or small, should be part of an overall long range plan for the library. Automation should always be used as a means to achieve overall better patron service. Carefully planning for technology, bibliographic international standards and formats will enhances the institution?s ability to meet its service mission without disrupting the organizational stability of the institution. Accordingly, today?s integrated library system must not only provide access to the OPAC & other library house keeping modules, but also be capable of connecting other library services and resources. Automation and Networking is need of the hour for Libraries of the present day. Many of the Indian Libraries particularly Academic Libraries have put their efforts in automating their libraries in their own way. Using different software and on different platforms. However, very little effort is traced to consolidate these efforts and create a National Union Catalogue. This requires the common bibliographic international standards to be maintained by all Libraries. INFLIBNET has put its effort to consolidate the databases of all universities and create a union master bibliographic database. But lack of standards in creation of databases has been a major setback in this process. Hence, to overcome these deficiencies it is felt appropriate to organize a National Workshop on standards in Library Automation and Networking. Objectives of the Workshop: This workshop is being organized keeping in view the following specific objectives: 1. To sensitize the workshop participants about the significance and use of international bibliographic standards in Library Automation and Networking; 2. To create an awareness about various International Bibliographic Database Standards and formats available on Library Automation and Networking; 3. To create awareness about the availability of open source software which adhere to the International Standards; 4. To motivate and train on use of open source software like KOHA and NewGenLib; 5. To provide hands on practice to use of NewGenLib Software from the learned experts from NewGenLib. After it was online for about a year, we were contacted by a publisher, saying that a particular article was plagarised from a book published by them. The SJIM Publishers withdrew the article and intimated the Univeristy of the author. The author of the original book had found the plagarized article through Google Search. This is just one of the advantages of Open Access Publishing. I would be repeating (about half of ) what has already been communicated to him directly in response to his personal email arrived that before this email through lis-forum. This would be a great opportunity to look into what is being taught for last two decades. There has been number of changes that happened on the educational scenarios and the information needs of the society taken collectively. 'Net' is the major landmark revolution after the printing press revolution. And this has happened in roughly last two decades only. The earlier revolution changed what libraries were before printing press. 'Net' revolution would also change as how the libraries would be in near future. I had made a little prediction as what would be academic libraries in the year 2020 around Dec 2005. Some of you did not agree to my assumptions ( Path to discussions is available at http://snipr.com/lib2020 ). Again let me stress that changes would be dramatic. Perhaps some smaller institutions would be outsourcing their 'libraries'. Only today (27th Feb 2008) in Times of India, there is a News that Delhi University may be allowing its Libraries accessible to the students of other universities on payment of nominal fees. You may call it resource sharing, to me it is outsourcing (of library services and content) by other institutions and universities of Delhi from DU. Ok, let me come to the actual point of revision of Syllabus. This opportunity should be utilized to incorporate present day requirements of Library and Information Professionals. Since it is a professional course, the experience of working professionals would be more appropriate. Thus it would be great opportunity to take views of the working professionals. I do not know whether the structure presented here is the revised scheme or existing one. Whatever it may be it needs to be revised drastically. Perhaps it will take me few other rounds of emails to give my comments but to start with, I would just like see drastic changes in the first paper itself - i.e. Library and Society. This paper actually establishes and justifies the need of library for the human society. In this "net" age, first of all we have to re-establish the relevance of library. The conventional libraries could become more and more irrelevant to the society if these are not molded to the young and future generations of mankind. They are already saying that Reference Books are Dinosaures in Libraries (http://www.voanews.com/english/AmericanLife/2008-02-05-voa37.cfm) I would myself key-in few words in Google (over cell phone) than to visit library and check out encyclopaedia. I may be mature enough to evaluate and discount my 'net findings'. But the "google" generation is not that mature. [A report (PDF - http://snipr.com/ggreport ), sponsored by the British Library and the Joint Information Systems Committee, tries to get beyond the stereotypes to find out just how good young people are with information technology, and what the implications are for schools and libraries.] And this is where we should come in. A new concept - Library 2.0 is to be definitely is there. Then comes marketing of services by professionals. The philosophy of 'Open Access', which I believe is same what Ranganathan referred by saying "Books are for Use" has to be embedded within the future generation librarians. I have a point of view that: The educational scheme for Library and Information Science Professionals should have three concentric cores (facets): 1 - CORE - having the essential LIS philosophy, theory, Tools and Best Practices. 2 - MIDDLE CORE - comprising of Information Technologies (All ICE Technologies) that boosts the effectiveness of the CORE (1). 3 - INTERFACE CORE - This is the face that is perceived by Prospective Employers. It takes the feedback from the job market, adjusts the MIDDLE Core to satisfy the Employers' requirements. Applying Library 2.0 Concepts to this would mean mechanisms be taught were Professionals develop processes in their library systems to capture the user behaviour and further refine and enrich library services and Content by encouraging collaborative feed back from users. For example - OPAC may be developed to allow tagging and adding to their 'favourites'. We should re-look entire syllabus and relate to the present day requirement. However, it is the time when universities should discontinue BLISc course (as they did at the time of introducing BLIS/BLISc in place of diploma) and introduce 2 years MLISc course. This will certainly give opportunities to increase the ?depth? of the content, reduce duplication and include new ?topics?. Does any ?expert? on recruitment/promotion committee ask questions to even a fresh professional considering the fact that the candidate has only BLISc degree? LIS departments are expected to impart the necessary library and information skills to their students so that the student can to function effectively in libraries and other information-related work environment with minimum supervision.
