While I am referring to definitional aspect of the term called "Peer Review"; you are talking about "Quality Aspect" of Peer Review. For determining the "quality" aspect of the "Peer Review" you are linking "Indexed" status of the journal. While I am simply referring to "What is a Peer Reviewed Journal?" by explaining a pre-publication process, you are advocating quality aspect that process. Indexing agencies see lot of other aspects along with the quality of peer - review. These also include their commercial, political and competing interests. We should not forget the point that Publication is a Business Venture and thus various competing interests come into play leading to creation and propagation of unscientific notions and myths. Message-ID: My today's mailbox included two special emails. One contained an attachment of proceeding of an International Conference having about 600 pages. I was very glad to receive it and hurried went through it. But it was the second email which forced my to think ? it contained information on availability of another conference proceedings as a priced publication. I am asking myself a number of questions. Why should not the conference proceedings be archived somewhere and available through Open Access? What is the ultimate aim of any conference? Why do authors contribute and participate in such conferences? What are the organizers looking for? Perhaps all this is done to spread and share experiences among the professionals. But then, are there better ways? LIS community from the very beginning had been the champions of "Access to Knowledge". Why can't then the proceeding of every LIS conference be made Open Access through archiving? Aren't their enough LIS Repositories? Or we do not practice what we preach? While I seek answers from my inner self, may I appeal to LIS Conference Organizers ? Alan Darnell, manager of the project, says they decided that "single search" was a key service to be provided and that for the reasons of performance, reliability, and flexibility, local-loading of article metadata was the best approach. Darnell says that with Google Scholar, "It's not always clear who the publishers are, the scope of the content [or] the depth of the content.... Even if Google Scholar had the coverage, we'd still feel the responsibility to do the local loading. I don't think there's any reason we can't do it better [than Google]." Darnell says they have succeeded in creating a metasearch environment through local loading that works better and more powerfully than typical cross-search: "In a [cross-search] environment, after you've done that first search, you need to drop into the native interface to do anything else. In our [locally indexed] single search, [users] can stay within our environment longer, although eventually they might still need to drop into the native interface." The Scholars Portal single search also allows member libraries to create custom subject or disciplinary "clusters" by selecting from available databases that have been locally indexed. The Scholars Portal single search is only in its beginning stages, but Darnell says that initial evidence suggests success: "Our usage numbers show that if you make it easier to search, users get presented to the journal literature in greater numbers than they would if they only had the specialized search engine. There's always time later on to teach them specialized searching if that's what they want to do. I don't see any disadvantages in lowering that learning curve." Just as importantly, with the local indexing technique, the power and features of a metasearch tool can be significantly increased, especially if you can get access to full text to load as an aid to the searching algorithms: "As we do get more and more full text, we will be able to get meaningful relevancy ranking, useful clustering, more advanced presentation of result sets," and other advanced features that will serve more needs without requiring the user switch to a "native" interface. NACLIN was conceived in the year 1998 and since then Nine National Conventions have been organized in different parts of the country in collaboration with the institutions of great repute. DELNET is celebrating the 10th NACLIN event by hosting it themselves at New Delhi. DELNET - Developing Library Network DELNET is a major resource-sharing library network in South Asia which covers a wide spectrum of member-libraries and their resources connecting more than 1070 libraries in thirty states in India and six overseas countries. Started in 1988 at the India International Centre in New Delhi it was registered as a society in 1992. Delnet is committed to pool the information about resources scattered in the libraries in the country and consolidate information through union catalogues, union lists and other databases. This is being done to satisfy the major information requirements of students, researchers, scholars and the public in the country. DELNET is extensively providing Interlibrary Loan facilities to its member libraries in and outside the country and is one of the most widely used and popular services of DELNET. DELNET databases has crossed more than six million records. DELNET has shifted to its newly constructed building in JNU Campus in October 2005. It is located on the outer periphery of the famous Lodi Gardens. The Reference Librarian working in Max Mueller Bhavan will be mainly responsible for providing information about Germany, its culture etc. and to be able to do that, it is very important that he/she has German language expertise and knows Germany reasonably well. The reason being, most of the German reference books, websites as well as other sources of information, which such a person would use are in German language. A library science professional will need min. two to three years time to pick up the kind of language expertise we need for this job and given a choice, we would not want to wait that long to start providing effective information services. An ideal combination for us would be a librarian knowing German Language but unfortunately, so far we have not been successful in finding such a person. Library Science professionals are most welcome to apply (this was also the reason for posting it on LIS-Forum) but as written in the job-posting, first preference would be given to candidates well versed with German Language and Culture. Dr Rajashekhar who was the Associate Chairman of the National Centre for Science Information (NCSI) at the Indian Institute of Science, near Budihal cross, Nelamangala, near Bangalore, was killed when his Maruthi van was hit by a tractor on June 3, 2005. His wife, Parvathi Rajshekhar, son Amith and daughter Anusha moved the MACT seeking compensation. Their advocate Hanuma Reddy told the tribunal that the deceased was 51 years old and had 11 years of service left and that he was earning Rs 40,800 a month. Justice Talikote while ordering the insurance company to pay compensation of Rs 32.78 lakh with an interest of 6 per cent from the date the case was filed. The compensation claim was made about a year ago by the family and the entire amount - along with an interest of 6 per cent - works out to about Rs 36 lakh. Reddy said that a decision on whether to seek enhancement of compensation would be taken after going through the judgment and consulting the family members. Dr Rajashekhar, known as Raja to his friends, played a role in the creation of the nation's first computerised current awareness service in the early 1980s at NCSI. He was testifying before the committee responsible for funding the agency. Quoting the Alliance for Taxpayer Access: During testimony before the Senate Labor/HHS Subcommittee on Appropriations, NIH Director Zerhouni responded to a series of questions on the need for public access to NIH-funded research results. The questions were made by Subcommittee Chair Senator Harkin (D-IA). Dr. Zerhouni reiterated the need for publicly funded research to be made available to advance the conduct of science, and strongly asserted that the NIH the voluntary policy was not working. The relevant discussion begins at 1:20.) Peter Suber's Comment. This is big. Nearly a year ago, in April 2006, Dr. Zerhouni told the same committee that "it seems the voluntary policy is just not enough". Now his position is considerably stronger. As I transcribe the video, he said: "We need to make [public access] a condition of federal fund granting....A mandatory policy seems to be the one that will be necessary for us to achieve our goals." Remember that in July 2004, Congress asked for a mandate and the NIH chose to adopt a request instead. Also remember that the policy is merely an in-house agency rule that the NIH can adopt or modify without a Congressional directive. Dr. Zerhouni: Now that you have decided that a mandate is necessary, I hope you will exercise your authority as Director to adopt it.
