Rajiva, Thanks for the query, though it's a pretty complex one. We have now many open source softwares in vogue (Greenstone, EPrints and DSpace etc.) in addition to the WinISIS/GENISIS applications. Greenstone, DSpace and EPrints are later additions to cutting edge DL solutions. Each of these software bring along with them excellent feature sets and sometimes unique facilities to the user community. And they all have worldwide acceptance too. Greenstone (http://greenstone.org) is a general purpose digital library software, an initiative from the New Zealand digital library project, and the Dept. of Computer Science at the University of Waikato New Zealand. I am not technically competent to comment on the merits of OA software (or any software for that matter). But the EPrints website is indeed great. Pleanty of useful information, pleasant on the eyes and lots of OA related news. Just visit it. It doesn't cost anything except a few minutes of your time. As it happens Prof. Wendy Hall and Dr Leslie Carr of the University of Southampton will be in India for a week later this month and will be visiting Chennai, B'lore and Delhi. There should be minimum 4000 volumes in the library, which means 250 titles with four multiple copies and 1000 volumes for basic science. In case the intake is less than 240 do the norms remains same i.e. 4000 volumes or is it different. If so, please give the details. For yearly additions it mentions that they must be increased as one title per student admitted to a branch. if the intake is 60 students for computer branch in first year. Does that mean I have to increase 80 title in computer branch or 80 titles for each SE,TE & BE which makes 240 titles in all. There is nothing mentioned about number of copies to be increased for yearly addition does that mean it is understood that four copies are to be increased. Please specify. You have to add 60 titles per branch X 4 copies. ie if 3 branches in a college, 180 titles X 4 copies. Please note that 180 titles are important but you need not buy 4 copies of each title. Sometimes you may buy 2 copies of one title and ten copies of another title. Yes, in case of increase in intake you have to follow the norms, as per intake. A petition, launched jointly on January 14th 2007 by research organisations in a number of European countries, has drawn over 20,000 signatures from Europe and worldwide in support of the EC's proposal. The response includes almost 1,000 institutional signatories from National Academies of Sciences, Universities, Rectors' conferences, Learned Societies, national and private research funding councils, and industries that apply research.) In conjunction with the petition, a separate poll has been conducted of the EC Open Access Mandate's specific target constituency. The administrators of currently active EU FP6 projects were asked to register a vote FOR or AGAINST open access to research results. The result was overwhelming: 85.8% in favour of open access, 14.2% against (based on a healthy 8.22% response rate from 2652 email invitations to vote). Previous research has demonstrated the increased impact that Open Access to Research Results offers the research industry. The UGC had in June 2006 exempted NET as eligibility criteria for those holding MPhil or PhD degree following an amendment to the UGC guidelines. This was one of the recommendations made by the NET Review Committee constituted by the Ministry of Human Resource Development (MHRD) under the chairmanship of Planning Commission member Bhalchandra Mungekar. It is noteworthy to mention that unqualified NET failed M.Phil holders were declared as qualified on 14-06-2006 by UGC Regulation 2006 upon interim recommendations by problem solving exercise of the committee. Now, Mungekar Committee is considering to reverse its recommendations. However, the NET examination pattern may be changed a bit. On 11 January last, the chairman held talks with academics from Delhi University, Panjab University, Himachal Pradesh University and colleges from the North. The majority of teachers were of the view that NET should continue to be the eligibility criteria. In 1983, the UGC set up the RC Mehrotra committee, which recommended that candidates applying for the post of lecturer, would have to qualify at the national test conducted by UGC or any agency approved by UGC, as well as secure at least 55% in their master?s programme. These requirements were not be relaxed even for candidates with MPhils and PhDs. In 1993, UGC decided to give PhD and MPhil degree-holders exemption from NET, whereby students who had completed their PhD and MPhil on or before December 31, 1993, were eligible to apply for college and university level faculty positions. In 2002, UGC decided that the exemption would be extended to only PhD graduates. Again those who had completed their PhDs after December 31, 2002, were not eligible to apply for faculty positions. The inconsistency in Qualification policy seem to have become a common practice by UGC. Someone somewhere is playing this game to accommodate his candidates and then fix the lock again. In simple terms, Virtual PC is a virtualization suite for Microsoft Windows operating systems. Virtual PC emulates a standard PC and its associated hardware.
