Ranganathan and celebrated his 115th birth anniversary on August 9, 2007 . On this occasion, Prof, Shalini R Urs spoke on Ranganathan and his profound influence on the profession, not only in India but around the world as well, even today ? 35 years after his death. She mentioned that the * *warm reception given to Ranga Yogeshwar, grandson of Dr. S.R Ranaganthan at the * *opening session of IFLA Conference in Berlin in 2003* *, is a testimony to the greatness of SRR contributions to LIS field. She enthused the students to read the article by David McMenemy, "Ranaganathan's relevance in the 21 st century"(Library Review, 2007, 56(2))* * and revisit the Five Laws of library science in today's context. Prof. Shalini explained the students that age is not a hindrance for achieving higher goals. Citing examples from Ranganathan's life, she said, Ranganthan took the responsibility of organising the whole collection of Banaras Hind* *u University at the age of 54 and established DRTC when he was 70 years. Prof. Shalini brought to the notice of the students and faculty members that Government of Karnataka has declared 12th August as the Librarians day. A group of students enacted a Kannada skit on "Life time achievements of S.R. Ranganthan" for 20 minutes. It was directed and performed by the 3rd Semester MLISc students. *It was a very refreshing and a very enjoyable program where in *students recounted milestones in the life of SRR in a very simple but effective manner. The revolution in the field of IT and communication technology has liberated the world of scholarship from the clutches of profit oriented publishers who were bent on restricting the usage of the research data on various pretext. Moreover, being bogged down with an uncertain future on account of decreasing availabilty of schorly journals every year because of the esclating cost of printed journals, the scholarly world must address itself to a new mechanism of redressal. What is required is a paradidigm shift at the part of the scholars as well as the information managers. The access denial and hence the impact denial can be overcome if we embrace the liberating concept of "OPEN ACCESS INITIATIVE" (OAI). Information centres have to look at them no more as stand alone collectors of printed version rather they have to develop themselves as global sharing digital repositories. OAI aims to facilitate the efficent dissemination of scholarly content through the creation of e-print archives.Thus the libraries and information centres are now-a-days increasingly developing into Instituitional Repositories (IR). Another and a very significant rational behind OAI is that the research outputs of all publicly funded research programmes should be freely accessible to be shared among the academic community so that other researchers at other universities and research institutions world wide can use, built-upon and cite those findings in their own reseaches and applications. This bring us to the requirement for an "Institutional Repository" (IR). The IR actually works like a digital clearing house of the intellectual output of an institution/ a University in digital form. The principal difference from a convential library is that in an IR our main focus is on the internally generated research ouputs whether peer reviewed (either preprint or postprint version) or rejected. Moreover, the onus for depositing the reseach materials etc is on the faculty members. However, the logic behind an IR is the similar to that of a traditional library- conservation, preservation, dissemination and impact. Self-Archiving refers to depositing digital documents in a publicly accessible website; preferably, an OAI compliant archive. Depositing involves a simple web interface where depoistors copy/paste in the metadata and then attaches the text-document. The full text document may be in different formats and locations , but if we use the same metadata tags they become 'interoperable'. These metadata can be harvested and all the documents can thus be jointly searched and retrieved as if they were all in one global collection, accessible to everyone. In nutshell, the reward of self-archiving in terms of visibility, accessibility and impact is great. Note: The above piece is being circulated with a view to generate interest among the scholarly community and the administrators of Academic institutions as well as the Information centres towards usefulness of digitization, the need for Self Archiving and building of Instituional Repositories of digitised materials and finally embrace the philosophy of Open Access. As our primary education programmes achieve a degree of success, there is growing demand for secondary schools and colleges. We are committed to universalizing secondary education. An extensive programme for this is being finalized We will also ensure that adequate numbers of colleges are set up across the country, especially in Districts where Enrolment Levels are low. We will help States set up Colleges in 370 such districts. The University system, which has been relatively neglected in recent years, is now the focus of our reform and development agenda. We will set up 30 new Central Universities. Every state that does not have a Central University will now have one. In order to promote science and professional education, we are setting up 5 new Indian Institutes of Science Education and Research, 8 new Indian Institutes of Technology, 7 new Indian Institutes of Management, and 20 new Indian Institutes of Information Technology. These will generate new educational opportunities for our youth. I am sure that, working together, we can ensure that at least a fifth of our children go to college as compared to one-tenth now. The vast majority of our youth seek skilled employment after schooling. Last year I spoke the need for a Vocational Education Mission. Such a Mission is ready to be launched. We will soon launch a Mission on Vocational Education and Skill Development, through which we will open 1600 new Industrial Training Institutes (ITIs) and Polytechnics, 10,000 new Vocational Schools and 50,000 new Skill Development Centres. We will ensure that annually, over 100 lakh students get vocational training ? which is a four-fold increase from today's level. We will seek the active help of the private sector in this initiative so that they not only assist in the training but also lend a hand in providing employment opportunities. We should seek not just functional literacy, but Good Quality Education ? Education that is Affordable, Accessible, Equitable ? and Available to every Boy and Girl who seeks to study. For the needy we will provide more Scholarships. I wish to see a revolution in the field of Modern Education in the next few years. He breathed his last on August 22, 2007 at 8:52 am at his age of 74 and had lost his beloved & careing wife Amita only a few months back. He was suffering from lung cancer. Mr Buddhadeb Bhattacharyya, Hon?ble Chief Minister of West Bengal, Mr Tapan Ray, Hon?ble Minister of Library Services, Govt of West Bengal, Hon?ble Mr Joyti Basu, Mr Nimai Mal, Mr Biman Basu, Mr Deb Kumar Basu along with many renowned educationist and scientists pay their homage to Prof Roy Choudhury and joined the funeral. Prof Prabir Ray Choudhury was born in Dhaka of Bangladesh in the year of 1934. He came to Kolkata afterwards along with his parents and studied in Bangabasi College. He had keen interest on books and libraries. To fulfill his desire, he got admitted in the librarianship course and became a student of Dept of Library Science, University of Calcutta. And he obtained his Post Graduate degree in Library Science as a deputed candidate from the Delhi University while he was an employee of the Central Library, Jadavpur University. He joined as a faculty of the Dept of Library and Information Science, Jadavpur University since its inception in 1964 and worked till his retirement in 1994. He had set up an example of refusing any further extensions after attaining the age of his superannuation. But he had rendered his services towards the betterment of the whole Jadavpur University community by holding many honorary positions till his death. The Vice Chancellor, Deans, Registrar, Teachers, Employees, Students of Jadavpur University pay their last respects to Prof Ray Choudhury. Prof Ray Choudhury took part and played important role in the Education Movement in 1954. He was very much instrumental to use Libraries in mass education to strengthen Education Movement. Due to his respect and affection to the Libraries, he established a Children Library (?Sougata Smriti Pathagar?) after the sudden and painful death of his only affectionate son Sougata in an accident at his young age. Prof Ray Choudhury had played an important role in formulating West Bengal Public Library Act and its enactment in 1979. As per the act he took initiatives in forming Directorate of Library Services, State Library Council, and Local Library Authorities for districts as an Advisor to the Govt. He was one of the members of the State Library Council till his death. He was attached with the Bengal Library Association since 1957 which he used to consider as his second home. He was also its President, General Secretary, Council member in different point of time. A huge gathering of LIS teachers of different Universities ? University of Calcutta, Burdwan, Kalyani, North Bengal, Vidyasagar; President, Vice Presidents, General Secretary, Joint Secretaries, Council Members, Members of BLA,WBPLA, IASLIC, IATLIS, students, friends, followers, entire library profession pay their respectful homage with flowers and tears to their beloved teacher and joined in the funeral procession of the departed leader. He was also attached with IASLIC and participated in its many activities to guard the welfare of the Indian LIS profession. But for his inspiration, suggestion and active participation, IASLIC organized many successful seminars, conferences, workshops along with many other academic activities. His affection and suggestion inspired me a lot to organize successful workshops as Secretary of its Education Division. His sad demise is a great loss for the entire profession which is irreparable. I am extremely sad and shocked about his departure, but I am sure his work will stand to the benefit of LIS profession. There is a greater need to provide the citizen focused services and the library services must focus on the common man and we must ensure that the libraries are able to bridge up the gap between the two tiered society of ?Knowledge haves? and ?knowledge have-nots? It is with this concern that the National Convention on Knowledge, Library and Information Networking (NACLIN 2007) being organized by DELNET at New Delhi in November 2007 to debate various issues on the subject. Findings include: 1) Large organizations with diverse business needs prefer multiple document standards. 2) Although IT managers appear to strongly prefer a single standard to reduce cost and complexity of implementation, line-of-business managers closer to the daily needs of business support the desire for multiple document standards. 3) PDF, Open XML, and OpenDocument Format are all in use today, with PDF viewed as the dominant standard and Open XML demonstrating "more traction in the market compared to other XML-based standards." 4) Companies in Europe with an interest in Open XML expect to be piloting or fully deploying the standard a year from today. Those interested in ODF are more likely to be in the "consideration" phase rather than piloting or fully deploying it within that same time frame. Ambika Soni has said that rare palm leaf manuscripts are preserved and protected scientifically under the National Mission for Manuscripts, through the network of 33 Manuscript Conservation Centres and their partner centres, spread all over the country. In a written reply in the Lok Sabha today she said, under the Mission no state-wise allocation of funds is made. However, the details of the amount spent under the Mission during the last three years are as under: Year Allocation ( In Rs. Crore) 2004-05 3.47 2005-06 7.90 2006-07 9.43 (USD 2.3 million) Under the National Mission for Manuscripts (http://www.namami.org), digitization of important manuscripts in the country is taken up to prepare a national database of important manuscripts ( http://www.namami.org/pdatabase.aspx). This is an ongoing process and, therefore, no deadline can be fixed. However, since the launch of the Mission in 2003, more than 15,000 manuscripts containing 2.2 million manuscript pages have already been digitized . A large number of new manuscripts, running into thousands, have been unearthed under the Mission. The National Mission for Manuscripts helps in spreading awareness about the manuscript heritage of India through awareness campaigns, workshops, National surveys, exhibitions, public lectures and publication of books on manuscripts.
