[LIS-Forum] Notification of Exemption for M.Phil and Ph.Ds

UGC's notification does not specify whether the exemption is for Asst.
Librarians in universities and college librarians. If it is applicable,
then what should be condition, whether M. Phil. or Ph. D. in LIS?
