[LIS-Forum] About protecting increments.

Hi professional collegues,

 I would like to know that whether the service of
Non-granted colleges (Affiliated to University)are
taken into consider in Granted colleges for protecting
the increments. 
As the Candidate is qualified,appointed and approved
by University selection committee, is there any
difficulty in continuing the service and protecting
the increments of the same candidate?

If anybody knows any GR or solution on the same issue.
Pl. let me know about the same.
