[LIS-Forum] 11th Five year plan (2007-2012) and Library Development

Dear Moderator, 
                        Our country’s 11th Five-Year Plan will begin from April 2007 with the objective of making India one of the fastest developing nations by setting various plans with a vision to eradicate poverty, providing education to all etc. In this context we need to attract Planning Commission’s attention to give importance for the development of the Library System in general and the Public Library system in particular, as we all know the role Library plays in providing information and also imparting knowledge in any given society. But it is unfortunate that so for no five-year plan has given any due importance for the development of library system in India.
 
No one will disagree that in the 21st century we are living in a knowledge based society. Ideas rule the world, Knowledge is power. Libraries function as an auxiliary educational institution to make knowledge citizen.  So, the importance of this knowledge center is very essential to cater to the information needs of all members of the society. So I hope that the coming 11the five year plan gives due importance for the promotion of knowledge center if we fight together for the cause of professional development. I request LIS-Forum moderator to open this topic for discussion so as to get various ideas of the professionals in the area with which we can prepare a roadmap for the renovation of the Library System in India.    Below mentioned are some of my suggestions for the development of library in the 11th plan.  
 
1.     Establishment of one more National Library in South India, particularly in Bangalore which is the hub of Information Technology and also it is considered as one of the Asia’s fastest growing cosmopolitan cities. 
2.     Establishment of Public Library in every village across the country. 
3.     Establishment of Centre for Excellence for Digital Library Development and Research.  
4.     Establishment of School Library in every school.
