Even banks fail to recover loans. Inspite of all strict rules and
regulations, most of the banks have a very high Non-peforming assets ( NPA
) and even big industrialists are defaulters!!

The Non Performing Assets(NPA) of 27 public sectorbanks shot up to
Rs.56,608 crore in september 2001

( source http://eastindiavyapaar.com/trade/bank/bank_non_perf_assets.htm )

It does not mean that we have to follow this wrong example. We have
plenty of rules and regulations. Most of us fail at implementation level.
