In our setup (at Persistent), we have used TWiki for the same. We list
all the categories in one topic, and use twiki's macro capabilities to
allow these to be added to any twiki topic. (Every uploaded document
becomes a twiki topic, which also gets a list of categories, comments
area and so on.)
An alternative we are exploring is based on folksonomy/tagging concepts,
on lines of services such as http://del.icio.us/. Here there are no
fixed set of categories/tags a-priori, but users can align with popular
tags later on. There is a nice study from IBM on Social Bookmarking
experiments done in enterprise, in ACM Queue - article -
http://acmqueue.com/modules.php?name=Content&pa=showpage&pid=344&page=1.
We are trying something similar (while providing unique URLs for
documents uploaded in twiki).
We also believe that emails integration is very important. Simple
things like being able to send precise URL of the document are
important. (Sending documents in email directly makes it difficult to
track.) For yahoo-groupmail like system, Sympa (http://www.sympa.org/)
provides almost equivalent capability. It allows various subscription
mechanisms (such as self subscription), allows archiving of emails - so
they are accessible on web, and provides good amount of access control.

Discussion forums, well from my limited experience, I have found that employees at service companies such as ours donot have the leisure time to visit the forums. Rather an integration of email with the forums has been found very useful. I got inspired from the yahoo groups. Personally, I prefer reading/replying through emails rather than visiting the pages on yahoogroups.com.
